The Howard County Tennis Patrons, Inc. (HCTP) is a nonprofit corporation formed in 2004 to promote the growth of tennis in Howard County. With a vision to put a tennis racquet in every hand and provide the opportunity to keep it there for a lifetime, HCTP is planning to create a premier regional tennis facility with a full menu of quality programming for children and adults and hosting of USTA events.

To develop and operate a premier tennis, sports, and learning center that benefits citizens and businesses in Howard County.
Our Vision
Our Vision is to create a “green” facility for residents of Howard County and surrounding communities that cultivates tennis, fitness, health, education, and a spirit of community, while bringing economic benefit to the County. The Tennis & Learning Center at Troy Park will offer a rich combination of programming for all ages. The Center will be more than a place to play tennis and will support the full continuum of athletic engagement from instruction to spectator events
HCTP Board Members
Art Tollick, President
Art Tollick, President and a board member of HCTP, is an avid tennis player and past Maryland Official of the Year. He has captained numerous USTA teams for 25 years, including one that reached the National Championship Finals. In 1984, Mr. Tollick founded and was President of Member Benefit Services, Inc. (MBS), a successful Howard County business specializing in the design and brokerage of benefits programs. Since selling his company in 1998, he has served as a Senior Vice President of Sales at Riggs, Michaels, Counselman and Downes (RCM&D), the region’s largest privately-held brokerage firm. Additional prior experiences include holding positions as an underwriter with Metropolitan Life and as Executive Director of a national trade association. Mr. Tollick has been active in various community and professional organizations including past President of the Howard County Chapter of the American Cancer Society; Chair of the Howard County Relay for Life; Coach and board member of the Soccer Association of Columbia; alumnus of Leadership Howard County; past official of The Maryland Association of Tennis Officials; and member of the National Association of Health Underwriters, the American Society of Association Executives, and the Finance and Administration Roundtable. Mr. Tollick is married with three grown children. He graduated from University of California – Berkeley in 1971 with a bachelor of arts degree.
Lynn Coddington, Vice President
Lynn Coddington is Vice President and a board member of HCTP, is Executive Director of USTA Maryland District, Inc., a 501 (c) (3) not-for-profit association of 13,500 individual members and 192 organizational members with a budget in excess of $650,000. USTA Maryland’s mission is to promote the growth and development of tennis as a healthy lifetime sport available to all regardless of age and ability. USTA Maryland is the official governing body for the sport of tennis in Maryland, and one of the four States that make up the regional USTA Mid-Atlantic Section. The parent organization is the United States Tennis Association, the national governing body for the sport of tennis in the United States.
Incorporated since 1976, USTA Maryland has a staff of five who are responsible for implementing USTA programs throughout the State of Maryland in schools, with community tennis organizations, park and recreation agencies, and other allied agencies. USTA Maryland provides financial and equipment support, including funds for renovating used tennis courts, offers on-court trainings to coaches and others interested in teaching and coaching players, and trains physical educators through in-service workshops. It offers junior, adult and senior tournaments and recreational leagues. Ms. Coddington is a life member of USTA. She competed on her high school and college women’s tennis teams and was captain of the collegiate team in 1972 and 1973. In 1972, she captured the MIAA Division 3 #1 Doubles Championship with her partner. She was inducted into the Alma College Athletic Hall of Fame for Tennis in 1994. Ms. Coddington earned a bachelor of arts in history from Alma College in 1973 and a master’s degree in communications, journalism, and public affairs from The American University in 1981.
Dave Burnell, HCTP Treasurer
David Burnell, Ph.D., is Treasurer and a board member of HCTP. Dr. Burnell is very interested in promoting tennis in Howard County and Central Maryland because of the important role it has played in his life. A 25-year resident of Howard County, Dr. Burnell has been an avid tennis player since his youth, when he played on high school and college (National Association of Intercollegiate Athletics) tennis teams. He continues to remain young by playing on competitive adult, seniors, and mixed USTA tennis teams in and around Columbia, MD. In 2006 his team finished fourth at the Senior USTA National Championship Finals. In his professional life, Dr. Burnell works in the field of electronics, specifically on the design and manufacture of custom integrated circuits for commercial and military applications. He is currently employed by Cadence Design Systems in Columbia, where he designs analog circuits that appear in the chips of most of the well known electronic companies throughout the world and end up in HD TVs, computers, cell phones, rf identification tags, play station, and all the other items found on the shelves of retail electronic stores. He has been a board member of the Baltimore Chapter of the IEEE Electron Devices Society and the Solid State Circuit Society for over 10 years, serving as chair for 4 years and now as treasurer. Dr. Burnell is a past board member of the Unitarian Universalist Church in Columbia, having served on that board for years. He is married, has four grown children, and has remained involved in the lives of his two foster children. He graduated with a Ph.D. in solid state physics from Iowa State University in 1981.
Kim Barnes,
Kim Barnes is a board member of HCTP. Ms. Barnes is a United States Professional Teaching Association (USPTA) certified tennis instructor (2008) and completed the Professional Tennis Registry (PTR) instructor’s review course (2007). Ms. Barnes has provided instructions at Baltimore Tennis and Fitness, Howard County Recreation and Parks, Howard County Tennis Association, as well as her private clients. She was a volunteer assistant instructor for a junior development program in Columbia. Ms. Barnes’ tennis relationships include the Columbia Association Tennis Committee (2000-2007), Tournament Director for the “Summer Smash Doubles Tournament” sponsored by Columbia Association (2002-2007), where she participated in women’s doubles and mixed doubles county leagues (1999-present). She has also participated in women’s and mixed doubles USTA District and Sectional competition. Ms. Barnes has an active RN license with 31 years of experience from staff nurse to director. She sat on several committees for patient satisfaction, quality improvement, team-building and project manager to institute a Web-based nursing scheduling system. She presently is the Program Manager for the Patient Safety Protection Center a national initiative addressing patient safety in hospital and ambulatory care settings. Ms. Barnes has two children and is the author of Construct Your Conversations: Strengthening Relationships (mid-July 2008 release date). She is a graduate of Hunter College (bachelor of science in nursing) and received a master of science in management– healthcare administration from St. Joseph’s College.
Charles Brown,
Charles Brown, Ph.D., has been Director of Athletics, Physical Education, and Recreation at UMBC since September 1989. Dr. Brown is Chief Administrator of the National Collegiate Athletic Association (NCAA) Division I program for 19 varsity teams, directing 75 full-time staff, 100 part-time staff, and an annual budget of $10 million. He directs all athletic activities on the university’s 550-acre campus, servicing more than 15,000 users per week. Under his guidance, teams have achieved 38 league championships and made 24 appearances in NCAA championship competition. UMBC’s student-athletes have also excelled in the classroom, with 54 percent having 3.0 GPA’s or better and a 70 percent graduation rate. UMBC’s athletic facilities have grown under Dr. Brown’s tenure -- the current Retriever Activities Center has doubled in size under his direction, providing athletics as well as recreation and physical education activities. The facility has a 50-meter outdoor pool, an outdoor track and field complex, new all-weather artificial turf field, Bermuda grass at the new Soccer Pitch, and permanent seating with lights at the baseball Alumni Field. It also includes a new tennis center with lights and a state-of-the-art video display/scoreboard in the RAC Arena.
Dr. Brown has had more than 1,000 participants in the university’s varsity and Club Sports programs – an impressive ratio of 1 in 7 full-time undergraduates is on a team. He served two terms as president of the Maryland Association of Collegiate Directors of Athletics and one term on the NCAA Division I Championships/Competition Cabinet and hosted the first and second rounds of the NCAA Men’s Basketball Championships at the Baltimore Arena and the Women’s Lacrosse National Championships. He brought the 2003/2004 Men’s Lacrosse National Championships to M&T Stadium. He is currently co-sponsor of the 2007 NCAA Men’s Lacrosse Championships at Ravens Stadium. Dr. Brown earned a Ph.D. in physical education-sports management from Springfield College in 1980. He is a resident of Ellicott City, MD, where he lives with his wife, Linda Brown. Their two daughters played tennis for Centennial High School and in college.
Lynne Ensor,
Lynne Ensor, Ph. D.,enjoys playing tennis and has recently become increasingly active in Howard County tennis, since returning to playing competitive tennis in 2008 following a 20 year hiatus from the sport. She plays for several USTA women’s and mixed teams. Dr. Ensor is a 2009 USTA Mid-Atlantic Sectional 6.0 Mixed Doubles Finalist. She is also the 2009 Glenmont Tennis League’s (GTL’s) 3.0 Singles Division and Overall Winner. In addition, Dr. Ensor is a 2009 GTL’s 3.0 Doubles Division Winner and Overall Finalist. Dr. Ensor started playing competitive tennis as a 4-year varsity member of her high school’s tennis team in Pennsylvania.
Professionally, Dr. Ensor is an expert in Pharmaceutical Microbiology and Drug Product Sterility Assurance. She is currently employed by the U.S. Food and Drug Administration and serves as the Microbiology Team Leader in the Office of Generic Drugs. Dr. Ensor is serving as co-chairperson for the Parenteral Drug Association’s 5th Annual Global Conference on Pharmaceutical Microbiology to be held in Fall 2010. Her previous experience includes serving as a clinical microbiology laboratory technologist for Roche Biomedical Laboratories, teaching assistant at the University of Maryland, and as a script consultant for the Discovery Channel.
LeMont Joyner,
LeMont E. Joyner, M.S.P.H., is the President, Chief Executive Officer, and founder of AFYA, Inc., a health services management and consulting firm located in Laurel, MD. Established in 1991, AFYA has 50 employees who provide a variety of technical and support services, including qualitative and quantitative research, program evaluation, technical assistance and training, curriculum development, database development and management, Web site development and management, technical writing and editing, graphics design, desktop publishing, and conference and meeting planning. Having expertise in organizational and project management and fundraising, Mr. Joyner is a volunteer in several organizations in Maryland and the District of Columbia. He is a board member of HCTP and Vice Chair of the Columbia Tennis Committee, an advisory committee of the Columbia Association. Mr. Joyner is also a board member of the Morgan State University Foundation and a life member of the Morgan State University Alumni Association. Under the direction of the University’s Executive Assistant to the President, Mr. Joyner chairs a campaign to raise $1 million over 5 years from graduates of the University’s biology department.
Mr. Joyner is a life member of Alpha Phi Alpha Fraternity, Inc., with memberships in both Howard County and Montgomery County, MD; member of the National Association for the Advancement of Colored People, Howard County, MD; and Vice President of the Trustee Board of the White Rock Non-Denominational Church. A member of Beta Kappa Chi National Scientific Honor Society, Mr. Joyner earned his bachelor of science degree in biology from Morgan State University in 1980. In 1983, he earned a master of science in public health from Howard University.
Suzan Lumpkin,
Suzan Lumpkin is a member of the board of HTCP and a member of USTA. Prior to joining HTCP, Ms. Lumpkin was a representative for the Town Center community to the Columbia Tennis Committee, an advisory committee to the Columbia Association. She is a life-long athlete currently centering her fitness and sports related activities around participation in USTA tennis leagues, captaining teams, and participating in various tennis programs, tennis clinics and tennis camps. As a member of the International Health, Racquet & Sportsclub Association (IHRSA), Ms. Lumpkin has received training in the business of fitness and participated in industry conferences and courses on start-up and management of successful fitness facilities. An epidemiologist, Ms. Lumpkin has developed her career in healthcare over the past 16 years and is currently Vice President of Quality, Outcomes, and Research for Magellan Health Services based in Columbia, MD. In this position, she designs and implements measurement tools for clinical outcomes and experience of care and services for mental health, radiology, oncology, employee assistance, and weight management programs. Ms. Lumpkin is also personal fitness trainer and President of Raising The Bar, Inc., for which she conducts assessments and develops personalized fitness plans for her clients. Since 2004 she has been training clients in their homes and in her personal gym. Ms. Lumpkin gives presentations on fitness and nutrition to groups and companies as a volunteer for the American Cancer Society and American Lung Association as part of the Get Active Howard County and Active for Life programs.
Jon Smith
Jon Smith was elected to the HCTP Board of Directors in March 2010, after having been involved with HCTP for over the past year. Jon is married to Nancy, the Director of Development for the Community Colleges of Baltimore County, and they have a son, Ray. Additionally, he is a certified Project Manager Professional, employed by SERCO, Inc., currently serving as a Senior Project Manager responsible for Department of Defense contracts. After completing a B.M. in Music Education from UNC-Greensboro and a Diploma of Music from the Vienna International Music Centre, Mr. Smith earned a M.S. in Computer Science from Florida State University.
Jon is renowned throughout Howard County’s tennis community, having captained numerous USTA tennis teams. Sixteen of his teams have gone to the USTA National Tournament, earning 4 national titles along with 2 third place and 2 fourth place titles. Most recently, Jon’s 6.0 Senior Mixed team won the 2010 USTA National Title in April, as pictured.
Mike Rowe
The second HCTP board member elected in March 2010 is Mike Rowe. Mike currently serves as the Director of Training at Reliable-Churchill LLLP and has been in the wine business for over 30 years. After losing his first wife to cancer, Mike was recently married to Karen and has 3 children (David, John and Emily) and 4 step children (Jessica, Matt, Andrew and Jason). In addition to the love of his family, Mike also possesses a love of tennis, baseball and golf. Mike currently plays on several local USTA teams, including 7.0 Mixed Doubles, 3.5 Men’s, 3.5 Senior Men’s and Combo leagues.
In addition to playing tennis, Mike has served as head coach for the Howard County Youth Program’s U18 travel baseball team for 12 years. Mike graduated from UMBC, with a degree in Psychology and varsity letters in baseball and golf. He remains active with the UMBC Alumni Athletic Department. Mike has been a welcome addition to the HCTP Board of Directors and brought valuable energy to its fundraising and public relations efforts.
Dave Marshall,
David Marshall is President of Dave Marshall Associates and Manager of Sea Colony Resort at Bethany Beach, along with several other tennis facilities. He manages 15 tennis clubs, with 86 tennis courts, a staff of 70, and membership of 3,000. His management expertise includes operating a multimillion dollar tennis facility, giving him a unique perspective of the challenges to be faced in building and managing the Troy Park Tennis Center. His facility has been recognized by Tennis Magazine as one of the Top 50 Tennis Resorts. Mr. Marshall has an impressive history as a tennis player. He is a USTA National Champion, Middle States Champion, USTA Delaware Pro of the Year, USPTA Middle States Pro of the Year, and a USPTR National Tester. He was a nationally ranked player at Washington College and Middle States Sectional Champion. As a founder of the Delmarva Youth Tennis Foundation, which provides free tennis lessons to deserving youth, he has raised funds for numerous tennis events. As a professional coach, he has developed 105 State Champions, 75 Sectional Champions, 25 USTA National Champions, and two U.S. Open Qualifiers.

Bob Anderman, Program Coordinator
Bob Anderman brings to the Troy Park Tennis and Educational Center a unique set of skills. He is considered one of the top teaching professional in the United States and having achieved the level of Master Professional in the United States Professional Tennis Association. Bob is also a nationally ranked tennis player with a strong tournament record.
Bob’s achievements in the in the tennis world have always been coupled with academic and business world success. This dual life has led him to teach at the high school and college level, be an educational consultant while being a tennis director and tennis entrepreneur.
Bob was the one of the owners of Tennis World a large retail tennis store in Rockville Maryland. He helped design, build and manage the Quince Orchard Tennis and Swim Club. For eight years he was the head pro at Norbeck Country Club in Olney, Maryland and for two years the tennis director for the Columbia Association. He was the founder of the Tennis Forum one of the first sports companies to use the internet. In 1993 he went to work for the Discovery Channel as an education consultant while still continuing to teach tennis. Following nine years with the Discovery Channel Bob became the Director of Classroom programs for the Mortgage Bankers Association for four years and is presently working part time as an educational consultant for Allregs a data corporation in Eagan, Minnesota.
Bob’s experience in tennis, business and education make him the ideal person to help make the dream of the Troy Park Tennis and Educational Center a reality.
