The Howard County Department of Recreation and Parks, in partnership with the Howard County Tennis Patrons, is planning to develop a unique athletic and spectator sports center at Troy Regional Park that will make Howard County greener, healthier and more fiscally sound.
The Troy Park Tennis & Sports Center will be a premier regional tennis, sports, education, and community facility consisting of 18 outdoor lighted tennis courts, 11 indoor tennis courts, a clubhouse and an 8,000 seat multi-use stadium. The Center will be constructed using private funds in Howard County’s Troy Park, located centrally at the crossroads of I-95 and Route 100 in Elkridge, Maryland.
The Howard County Tennis Patrons, Inc., a 501 (c) (3) organization (“HCTP”), is the driving force behind the concept and development of the Troy Park Tennis & Sports Center. The HCTP vision is to create a sports facility for residents of Howard County and surrounding communities that cultivates tennis, fitness, health, education, and a spirit of community, while bringing economic benefit to the County. Troy Park Tennis and Sports Center Kick-off Event
The highly anticipated BCF Tennis Challenge/Pam Shriver fundraising reception benefitting the development of the Troy Park Tennis & Sports Center, sponsored by the Howard County Tennis Patrons*, was a huge success! On December 9, 2009 at the 1st Mariner Arena in Baltimore, the sold out cocktail reception served as the backdrop to kick off an exciting introduction of Troy Park plans to the Howard County and extended tennis community. Tennis enthusiasts gathered to meet several tennis professionals, such as Pam Shriver, John McEnroe, Melanie Oudin, Mike and Bob Bryan, and John Isner, and have a chance to win some wonderful door prizes.

The room was electric when the first tennis great, Pam Shriver, entered the reception. She was extremely gracious as she mingled with the crowd and posed for photos. As each subsequent tennis professional entered the reception one-by-one, the excitement in the room was elevated! John McEnroe, Melanie Oudin, the Bryan Brothers and John Isner all mingled with the reception attendees and graciously shook hands while posing for pictures. 
In addition to meeting the professionals, the reception served as a fundraising event to spark excitement in the planning and development of the Troy Park Tennis & Sports Center. The reception was hosted by the Howard County Tennis Patrons which is the driving force behind the concept and development of the Troy Park Tennis & Sports Center. The Center will be a premier regional tennis and sports facility consisting of 18 outdoor lighted tennis courts, 11 indoor tennis courts, a clubhouse and an 8,000-seat, multi-use stadium and center court. The Park’s plans also include four multipurpose turf fields, one with a 6,000-seat capacity, for sports such as soccer and lacrosse. One reception attendee, June Dea, was overheard saying, “Oh my goodness! I had no idea how wonderful the facility plans are. This Center will be great!”
Art Tollick, the president of the Howard County Tennis Patrons, is the backbone and determined leader focused on the development of Troy Park Center. Following the reception, Art “was thrilled with the attendance at the event and encouraged by the excitement of the crowd as they observed the architectural plans for Troy Park and listened to the potential events to take place there”.
Also in attendance were Guy Guzzone, a Maryland State Delegate, and his wife, Pam. Ken Ulman, the Howard County Executive, appointed Guy to serve as the Chairman of the Troy Park Task Force responsible for developing the lease agreement between the County and the Howard County Tennis Patrons.

The news:
As you may know, we have been working for several years to develop a model facility that promotes tennis in Howard County. It has been a challenge but with grants and contributions of over $150,000 from Howard County tennis players we provided Howard County officials with a feasibility study, a business plan, a financial pro forma and an economic impact study, all of which made a compelling case for Troy Park Tennis and Sports Center.
Howard County Recreation and Parks Department and HCTP have agreed upon terms for the lease of 16 acres in Troy Regional Park to HCTP to build a $28MM premier regional tennis and sports center. There will be 18 lighted outdoor courts, 11 indoor courts, a clubhouse and an 8,000 seat multi-use stadium.

The immediate need is $250,000 to create the site plan, engineering studies, schematic drawings, and to secure the funding necessary to break ground in 2010. We will sell 1000 engraved bricks @ $250 in this phase of development to assist in securing these needed funds.
As a tennis patron I know you want us to host a professional tour event in 2011. This is within our reach with your support. Buy one brick NOW or, better yet, purchase several bricks. These bricks will be placed in the central plaza of the stadium and engraved with your name to recognize you as one of us who are dedicated to making the Troy Park Tennis and Sports Center a reality. We must convince the County Council of the positive economic impact Troy Park will have in bringing bring sectional, national and professional tennis events to Howard County. To that end, we have commissioned an economic impact study by George Washington University at a cost of $19,000. We desperately need funds to pay for the study. Please support this important project. Hi: Thanks to all the people who contacted their county council member the Capital Budget was passed on 5/20,
It will give Recreation and Parks funds to expend $1.6 million (plus $150k earlier approved by the State) on things like general topography or grading studies or entry roads for the pre-development of Troy Park that HCTP might have otherwise had to spend. More importantly, passage is a strong signal that the County intends to proceed with the Park much sooner than anticipated, and we believe this is because of our plans for the Tennis Center.
More votes will be coming in the future so we need you to keep telling your county council member to support Troy Park Tennis & Sports Center.
